A Tourism Ministry statement says workers demolished abandoned buildings at the site this week.
It says construction workers from Morocco are expected to arrive soon to begin building the hotel.
The North African country has pledged to help finance the $13 million project, though the statement does not give details.
Officials in the tiny eastern Caribbean island hope the 50-room hotel will attract more cruise ships and yachts to the northern town of Portsmouth.
Dominica and Morocco established diplomatic relations last year."
